Yes, the blog is syndicated on both open.wikiblogplanet.com and en.planet.wikimedia.org. The blog basically serves as a notification service of the contents of each new issue; in order not to fragment discussion venues and to accommodate the need to copy-edit and correct articles post-publication, the actual full articles are on-wiki.
