There are always several steps to solving problems. The first is always to establish a consensus that there *is* a problem. Everyone, or at everyone who counts, needs to recognise that there is a serious problem and that it must be solved. Only until then can you progress to the next step, which is to consider methods of solving the problem. Normally it is the first step that is the main difficulty.
