You did not describe the CISCO Switch. If you are connecting to the CISCO
Switch you can define the individual port on the switch for 10 Mbs but the
CISCO Switch should be smart enough to do this on its own. If your switch
is a router (2500 Series etc.) there may be access control lists (ACL)
configured. This will give the same conditions you have described.
