I found this in my TCP/IP bible.

"Port numbers below 256 are reserved for "well-known services" (like FTP 
and TELNET) and are defined in the Assigned Numbers RFC."

page 46

So I guess Foxwatch is now a well known service.
Actually, any port below 1024 is suspect in the UNIX world. And 8080 is a 
standard (if not well known) port number for many proxy servers.
