First, no you cannot make the horn sound when an alarm returns to normal.

Second, when an unacknowledged alarm returns to normal it will show up on
the CAD as an unacknowledged RTN alarm.  If you are using the default sort
of RAPT for your CAD, this alarm will show up below you unacknowledged,
active alarms. Once an alarm is both acknowledged and returns to normal it
is removed from the alarm database on the workstation and can no longer be
viewed on the CAD.
