If/when you are looking at fpdoc, perhaps you first might want to have a look at patch http://bugs.freepascal.org/view.php?id=22639 first. It touches some copyright strings for fpdoc (as well as changing some makeskel functionality). Of course, I'd be very willing to split apart these changes as well.
