fping does not return/exit when interface is down. It displays the message
"8.8.8.8 error while sending ping: Network is unreachable", 26 times.

Not until a Ctl-C does it exit with the following displayed "^C8.8.8.8 is
unreachable".

fping6 does not appear to have this fault, exiting with an exit status of
"1" after repeating the following message prefixed with the IPv6 address:
"error while sending ping: Network is unreachable".

Downloaded fping 3.10, compiled and installed only to have the same
behaviour

Test System: Ubuntu 13.10 (will repeat test on 14.04 system and centOS soon)
