Never heard of the one from kwakkelflap.com before.
They seem to be completely different tools. fping.org's fping is
written for Unices (Linux, BSD, MacOS X, etc.) and "free software"
(i.e. free as in freedom, source code available), the one from
kwakkelflap.com seems to be for Windows only and only "freeware"
(gratis, but no source code).

Since fping.org's fping AFAIK never was based on a Windows tool and
they have different changelogs, I doubt that they share any common
code.
