Norma is a Town Meeting Member who has been videoing the Danforth Farm
Planning Board Hearings. This is very hard work to make the tapes and to
coordinate with both of the TV stations. The problem is that she has run
into some kind of administrative snafu where only material that is
(ostensibly) filmed by a government employee can be aired on government
access TV. This, despite that what she has video'd are Planning Board
Hearings where literally hundreds of people have shown up. It's very clear
that with all the people who do show up (I expect over 200 at the next
meeting on Tues Aug 20 8:30), that there are a significant number of
people who can't make it who would very much like to see the proceedings.
I'm forwarding this to frambors as well as the danforthfarms list, because
fewer people in frambors would attend the Danforth Farm hearing but would
probably want to see it on TV. Hey, what else is there to watch on TV
anyways? :-)

Subject: Cable coverage for planning board meetings

For forwarding to all the relevant email lists:

Government Access programming, which brings you the Selectmen's meetings
and Town Meeting, is currently limited to just those two types of meetings
for live and re-broadcast coverage. To enable the public to keep up with
the Danforth Farm public hearings, I have been taping those as public
access productions (meaning I am the producer, not the town or either
cable company). Since Government Access policy does not allow them to
accept public access tapes (made by a volunteer), we have to provide the
tapes to both AT&T and RCN separately. And we are able to give copies to
the other towns that want to broadcast the hearings. AT&T adds them to the
channel 17/9 schedule which is prepared two weeks at a time and is
available online and on their bulletin board. RCN is attempting to run
them on channel 3, with a schedule posted for one week at a time on
channel 3. The problem here is that they are not yet able to provide any
other access to the schedule or to any longer range schedule. This week
the schedule posted on channel 3 was for last week's programs. In other
words, they don't quite have a workable system up and running. Personally,
I would like to see a more official system to insure proper coverage of
such important meetings, particularly including live coverage of the
Planning Board. I intend to continue taping Danforth Farm hearings as long
as that is the only means of making them available to the public.

With that as background, here's what you can do. If individuals wish to
request of (1) the Planning Board AND (2) the Town Manager AND (3) the
Selectmen that the Planning Board hearings/meetings be broadcast live
and/or as part of Government Access programming (which appear on both
cable providers), they certainly should make their wishes known. This
might contribute to future Framingham cable TV planning.
