One way to do this might be to present an article at Town Meeting
requiring Framingham to develop a Master Plan.  There doesn't seem to be
one, and maybe now is the time to start....

See the article in today's Boston Globe about how outdated Massachusetts
Laws are concerning zoning of all types. We are only one community among
dozens having repeated problems that stem from State as well as Local
laws.
A concerted effort needs to be made at the State Level to revamp much of
the
Massachusetts Zoning framework.

I thought that this paragraph was particularly appropriate given the
Planning Board's discussion tonight on Ford's Meadow:

Terry Szold, an MIT professor and coauthor of the recent book ''Smart
Growth: Form and Consequences,'' agreed that communities can take the
initiative by requiring subdivisions to be clustered to preserve open
space,
for example. ''And shame on them if they don't,'' she said.

for all of you that are frustrated by developers and the way their plans
seem to all too easily be put in place, the following article from
today's
boston globe might be of interest.

 from a land-use consultant "..Massachusetts is backward when it comes
to
land-use law".
from the american planning assoc .."the framework for development in
Massachusetts one of the most outdated in the nation"

for more on some of the troubling provisions read the article.

as an MIT professor said a supportive governor would be an important
"piece
of the puzzle", it might be interesting to find where candidates for
that
office stand on the matter.
