What needs to be done is chapter 41 governing development of land not have frontage on a public way as well as requiring ANR plans to come under Board regulation and restrictions...
You could think about making all development subject to a special permit... that would give you control which many communities have done....
Your work has mainly been on S. 3 and the Dover case is that true?
What other amendments is the committee proposing... I worked on 40A and it gives the locals all the authority in the world again with that exception of S.3 as you know..
