I can't answer most of your well thought out questions. My impression is
that the current proposal is to just save the right of way so that we can
apply for grants and funding in the future. The Federal Highways TEA-21 act
has had large amounts of money for Rail Trail Development in the past.
Whether this will continue is somewhat uncertain.
As to the Carol Getchell Nature Trail, I'm the Treasurer of Friends of
Saxonville. It is a unpaved - minimally improved nature trail, so it may
not be the same. But Jan Harrington on our Board is running a very
successful "Adopt the Trail" program which has volunteer organizations
cleaning up the trail for a month at a time. Similar programs have worked
reasonably well for highway sections. So perhaps......
As to the abutters, they have chosen to form C.A.R.T. in the hopes that
they would enjoy exclusive use of this open space. There are a number of
design and abutting issues which will take attention, such as the height of
the right of way, the gas line and power line crossings, but I don't believe
that abandoned property is possible or the best use in the long run. And I
don't see any alternative uses being proposed by C.A.R.T.
