Some of these issues are covered in Chapter 33 Site Work, Demolition and
Construction of the Massachusetts State Building Code, which is the law in
Massachusetts. I would specifically bring attention to:
780 CMR 3309.0
3309.1 Protection: All adjoining public and private property shall be
protected from damage caused by construction.

Another reference:
80CMR 119.0 Stop Work Order
119.0 Notice to Owner: Upon notice from the building official that work on
any building or structure is being prosecuted contrary to the provisions of
780CMR or in an unsafe and dangerous manner or contrary to the approved
construction documents submitted in support of the building permit
application, such work shall immediately stopped. The stop work order shall
be in writing and shall be given to the owner of the property involved, or
to the owner's agent. or to the person doing the work; and shall state the
conditions which work will be permitted to resume.

I believe this is also the jurisdiction of the State Conversation
Commission. Does anyone know if they have been aware of the situation and
been contacted?
