Thanks, Jim. This info is most helpful.  Contrary to what would be
desirable the planning board has essentially no enforcement authority
over development.  Other than an 81W which can only be done when a
developer has violated the terms of the subdivision approval (and this is
not clearly the case in this instance) there is little the pb can do. 
Since the building commissioner has the authority to issue a cease and
desist, perhaps this provision in the building code will do the trick.  I
certainly hope so.  Sue
