Dear Mr. King: Thank you for being involved with the continuing Doeskin II saga. It is a shame this development has gotten so far out of control that it takes direct involvement of the Town Manager to implement courses of action that should be routinely handled by the competent, applicable departments of Framingham Town Government. Your time is valuable, but I am convinced it is well used to take a leadership role in this severe situation.
Reading the MetroWest article of the interview with Chris Kotsiopolis should be absolutely no surprise to anyone. Since the beginning, he has been true to his word, restated it in the article as if was something new: "I'm just going to do what's best for me from now on." My experience is that he has done exactly that from the very beginning when he clear-cut and started blasting and filling this (formerly) beautiful piece of land. My continuing concern at 46 Carter Drive along with the Don Beers family at 48 Carter Drive is control and retention on the Doeskin II property the water that falls on the Doeskin II property, including the "100 year storm" that is stated in the 1975 Town Regulations of Developments that was in effect when this development was approved. Currently, there has been constructed what is best described as a "drainage sluice" down to the corner of my property. Outflow, runoff and erosion have been temporarily abated by a large number of strategically placed hay bales across this "sluice". Hay bales have a finite life, and are not a permanent solution. Presumably we are awaiting a plan and the fulfillment of a plan that will follow the 81W hearing at the Planning Board on Tuesday, September 9th. Recently, I wrote an e-mail to Frambors regarding being "under siege" for THREE YEARS from Doeskin II in my own home. No peace, only a war zone. There was a great outpouring of support, and the promise of many influential and interested people in town government to visit my home to see the run-off damage and the "Damocles sword" that still hangs over our head. Sadly, no-one fulfilled their promise to visit. They are still invited. The problem is not solved. Nothing has changed. I have no confidence that a developer whose approach is: "I'm just going to do what's best for me..." is going to fulfill a responsible drainage plan for Doeskin II that meets Town and State and EPA regulations. I support the position that Joel Feingold has stated in his recent e-mails. The time for negotiations, agreements, plans and discussions are over. It is time for strong action.
