As others have explained, you cannot make paragraph tags conditional. Since what you want to do, however, is to show or hide table titles, there are at least a couple of techniques you can try:

1) Move the table titles into heading rows that straddle all columns. You can make a table row conditional.

2) Edit the document with table titles showing. You can delete the table titles by changing the Title Position property in the table format to No Title. If you want to change only some table titles, you can set this property only for tables with a particular table tag, or for tables with a tag containing a specified string. Just make sure not to save this version of the file unless you give it a new name; the table titles really will be gone.
