Oran, I think this is an old bug, going back to FM 6.0 at least.
We had a problem with our logo getting cropped in the footer of landscaped pages, so we made a rotated version of the logo to get around it. So far the only solution I have discovered is to created a pdf of the unrotated image, crop margins, etc. in Acrobat, import this pdf into Frame and then rotate. The pdf version does not suffer the cropping.
