You could colour white the page number variable on the right master page, so
it is included in the count but not displayed.

Hello,
I have been asked to help out on a funny problem. A client is looking for
a better way to publish bilingual files in which the source language is on
the left pages and the target language is on the right. Page numbers are
only on the left pages, but the sequence ignores the right pages. The left
pages are 1, 2, 3, etc., and the right pages aren't counted. The original
files are in QuarkXpress, and the page numbers are added by hand. I can do
with this with XML and XSL-FO (and even that isn't 100% automated), but
that isn't always an easy sell. FrameMaker would be an easier sell, if
there were a way to pull this off.
