What is the OS? Might not make much difference though. If you have access to the old computer, log in as the owner of the Documents and Settings folder, then create another folder, share that folder, give the Everyone group Full access rights to it, and copy it.
Documents and Settings is owned by someone and the reason you're getting the access error most likely is you're trying to copy it as someone else. I'm not positive but I believe when you try to copy using a file share, the user is in the Everyone group. The other person's suggestion seems reasonable also.
