Create 3 styles:
Step1
Step
Step_sub

(the actual naming is up to you)

Autonumbering per style is:
Step 1
        N:<n=1>.\t

Step
        N:<n+>.\t

Step_sub
        N:< ><a+>)\t

You do not need a "reset counter" for the substep.

I am using the following auto-numbering scheme and can get the
"numbering" to pick up where it left off after using auto-numbers a),
b), c),...  Here is an example of what I get:

1.     First step...
2.     Second step...
3.     Third step...
        a)  First substep
        b)  Second substep
        c)  Third substep
5.  (Should be 4th step)
