Sure. Create your destinations with "newlink" markers in Frame and then create the requisite hyperlink in Word.

ePublisher will even validate the links between the different document types in your project. ;-)

And yes, this trick is also possible to do with DITA documents. You can mix/match content from all three sources to create a unified deliverable with ePublisher.
