Tim,
You shouldn't get any extra white space. Double check the the two Space
settings, and make sure their absolute values are equal to each other
and as large as or larger than the font size of the anchor pgf. For
example, if your anchor pgf font is 11pt, make the Space Below -12pt and
the table's Space Above -12pt. The table should then begin right below
the pgf preceding the anchor pgf. (Also check Space Below in the
preceding pgf, and Space Above in the anchor pgf -- Frame will use the
larger of the two if they are non-zero.)

little bit of extra white space, but the breaks look much, much
cleaner. And if I tweak the spacing some, I might even be able to get

Best practice seems to be to create a pgf tag dedicated to holding
the table anchor and nothing else. If you set its Space Below to a
negative number equal to the font size, and set the Table tag's Space
Above to the same negative number, the pgf will take no additional
space itself. Then Keep With Next Pgf will work to stick your heading
to the table.
