Rick is correct. I consulted internal engineering just to be sure: Tooltip (or title) is not supported by all output formats of FrameMaker or TCS. It is supported by Hotspots in HTML.

The hotspot is converted to an Acrobat Link object. As far as I can see, Acrobat Link objects don't have a tooltip property. You can see this by creating a Link by hand with the Link tool. I don't see any place in the Link properties dialog box where you could specify a tooltip. So I am not sure how this could work going from Frame to PDF.
