SaaS = software as a service, which usually means a web application you access through a browser. That's not what Adobe's doing.
Creative Cloud applications are locally installed just like always. The only difference is that the license has an expiration date. If you don't pay and it expires, copy protection kicks in and the apps stop working, just like when a 30-day free trial stops working. Some web-based services are also included in the package.
