There is no direct conversion of ID to Frame. (There is a Frame to ID conversion, however.)
If you get all the ID documents at once, do a trail subscription to the Cloud (if your security allows) and use ID CC for 30 days. You can subscribe month-to-month for $30 or for a year at $20/month if you need more time. Make sure the other company Packages the files to send all the linked graphics; technically, they can send you the fonts too, but you may have copyright issues involved. Open the ID file, select all the text* and export as RTF.
