I've just installed the trial version of Frame 12 and set up a workspace. I searched in the "usual" places and couldn't find the file, so I search at the root of C: and found my new FM 12 workspace file here:

And for upgrades: You could copy them from your current FrameMaker folder to the new (upgraded) FrameMaker folder, for example, from 9 to 10.
