Jon, You don't need to create a schema outside of Frame and then import it. You can create an EDD (Frame's version of a schema) in FrameMaker. When you are done, you can save the EDD as a DTD. (If you have FM 7.2, I think you can also save it as an XML Schema.)
To create an EDD in Frame, click File | Structure Tools | New EDD.
