Tabs only work in the intuitively expected way in left-aligned or justified paragraphs. Tabs do not function in centered or right-aligned paragraphs. They only work when the text is flowing in a left-to-right direction. It actually makes sense if you think about it. I mean, how would you interpret a left-aligned tab stop at 2" when the paragraph's text is set to flow outwards in both directions from the center of the page?
