Have you tried searching the web for information on what products are
out there to develop IETMs?

I just tried a search and it came back with 57 hits related to Technical
Manuals.

PDFs can certainly contain movies, sounds, interactive buttons,
hyperlinks, etc. Are you looking for something else, such as a on-line
Flash-based product?
