Yes, (As usual, Bill is spot on) I found myself in that situation a couple of years ago. I convinced my new employers to buy Frame, and ended up using WW2k3 Standard, HTML Help Workshop, and some perl scripts I hacked together (for the index/etc.) to make the whole thing work. A fairly ugly and inelegant solution, but it worked.
