Hi, Ann: There's no mention of the customer's plan, goal, intention, or expectations, so it's really nnot clear if it's a good or bad decision for them to move.
In fact, if they plan intelligently, it's quite possible to move content from FrameMaker to InDesign for final layout with little pain.
