You can develop command line utils for FM using Mekon's FrameAC, which is an ActiveX API for FrameMaker. This would allow you to control FrameMaker, open your documents, extract the info (given that there are rules that can be applied to get it), and then create another FM document.
This allows you to use VB, JavaScript, VBScript or any COM based programming language to control FrameMaker. It also allows you to use VBScipt/Jscript directly within FrameMaker.
