The quality of the HTML is probably okay. I didn't write it, and the person who did write it is no longer here.
However, he used FrontPage to write in the first place. Since then, there have been a handful of manual edits to the HTML, but the quality should be pretty typical for FrontPage-generated HTML. Using Perl had occurred to me.
