Yup, that sounds like a Windows thing -- it should work that way in all applications. (Have you tried it in other apps?) Have you rebooted? It's also possible you've accidentally turned on an Accessibility option -- sticky keys or filter keys or something. They all have weird keyboard combos that toggle them on/off. Rebooting should fix that, too.
