Yeah, but... You did say that was the short answer, and others have already chimed in that setting up applications in each environment is non-trivial. Thought I might chime in with an example: Define "formatting". For procedures, the numbering is important. So how do you perform the numbering? Allowing FM to autonumber works beautifully for works in progress and for FM output. But how to get the SAME numbering in the IEM? How to convey the same numbering to another authoring environment?
