This is very similar to the change in paragraph mark property inheritance that happened after, uh, WinWord 6, I think it was. This change in behavior was written up in "Word Annoyances" and MS was roundly chastised for doing it. The explanations where always pretty half-assed and it sounded like the product manager had just decided to do this without an appreciation of the behavioral changes it would affect. No amount of complaining got them to fix it, sadly, and we've had to make do with working around it since.
I hope that that this will get treated like a bug by Adobe and actually fixed instead of having a similar smoke-and-mirrors explanation without any resolution.
