I've "managed" to do this a little differently than the others have
mentioned. We start the content that needs the change bar prior to the
graphic, include the graphic, and then at least the first character of
the para immediately follows. Yes, it then looks like there is a change
in the first line of the next para, but seems to work well enough for
our people. Not necessarily the best way, but it works.

Hi all,

This request has come in from a client:
"How do I get change bars to appear alongside graphics/anchored frames?
The help file indicates they should appear automatically (when
set) against non-referenced graphics but I can't get this to happen.  
All my graphics are in anchored frames."

Any suggestions as to what is going on for them, and how they might
resolve this? I have offered a work around but there is probably a more
definitive answer or solution.
