Joanne Hackos' book Managing the Development of Documentation, has some good information about calculating the number of hours per page. It includes information on several types of documents.

Graphics can range from simply importing an existing file to creating a complex 3D drawing from scratch. Thus the estimate for each graphic can range from minutes to days.
