Yes, true, although the second should be with only right most border visible, I probably misunderstood Yves'question.
Some other solutions are available by using two paragraphs: one for the Icon and one for the warning text. Depending on the page layout: if you use side heads place the Icon in the sidehead (Frame above or below) and the (table with) warning text in column. Use a negative space above to align the table with the Icon. Without side heads put the warning icon in a run-in paragraph (Frame below) followed by a paragraph to contain the warning text (table). Alternative construct can be to put the one cell icon table (fixed width) in a run in paragraph, put the warning text table in the succeeding paragraph, this table indented with the icon table's column width. Make the paragraph have negative space below and the tables negative space above to align as needed. Not author-friendly, but it works.
