That's more or less what I did. I do have the PDF file and there is no 
index.

As others have noted, there seems to be a trend away from indexing in 
documentation and towards just providing full-text search. Personally, I 
like having the index and try to include one in all documents above a size 
where it makes sense to have one. I do miss the index in the FrameMaker 
help, rudimentary as it was, as I've found the search to be pretty much 
unusable.
