Watched folders are only supported in the Professional edition of Adobe 
Acrobat. The Standard edition does not support them (or the "enable for 
commenting in Adobe Reader" feature, either).

If you open the version of Distiller that comes with the Professional edition 
of Acrobat, you'll find Watched Folders in the Settings menu.
