Joel, I do not understand completely:

If you want to write no?l (note the trema on the e), you type ESC : e in FM to 
get the ?.
On french or swiss keyboards most of the required accents (diacritical marks) 
are available as so 
called dead keys.

See a complete list of these sequences in the attached pdf (which was with FM 
until version 9). Look 
into the section "Support for FrameMaker 7.x character set" and scroll to page 
12.

If you need the diacritical marks themselves, e.g. ^ ~ `  you find most of them 
in the same table.

If my answer is not sufficient, please describe in more detail, what you want 
to achieve.
