I'm not sure I can agree with this, although I suppose it depends on the specific network involved.
I've been working here for several years with my Frame documents on a networked SAN drive and never had any issues that I could identify, other than a slight performance degradation when updating books or when building help from Frame documents in WebWorks ePublisher. OTOH, Flare 6 was almost unusable over the network because the performance was so bad.
