Out of the multilingual Microsoft corpus which covers all their major products, I do see quite a few instances of "click and drag". They are:
Click to select a row, or click and drag to select multiple rows. Drag selected row(s) to move them to desired tab order. To CREATE a break line, click at the desired postion.\nTo DELETE a break line, double click on the line.\nTo MOVE a break line, click and drag it To MOVE a break line, click and drag it. Click and drag to select several objects. Click and drag to insert a control.
