These pods were present in FrameMaker starting with version 9.0, as part of
the new UI. 

Access/functionality is the same in all versions (9 or later):  View > Pods.
or Window > Panels.

I'm working on FM10, and those pods exist. Use them every day, and I love
them. 

On the menu bar, click View > Pods and then choose Insets, Cross-References,
Conditional Text, Variables, and Markers.
