Would you then be safest naming this paragraph tag "step 17" or whatever to isolate it from any override resets?

Plus, I believe this implies that you have to have separate paragraph tags for the "first" numbered item in the list and the subsequent numbered items, with the "subsequent" ones using <n+> instead of <n=<start-num>>.
