I'd take a good look at Inkscape. It probably does all you need, is a good vector graphics editor, and is free (open source) ..

Between PS and AI, you'd want to use AI for EPS. Assuming you're using EPS because you want vector graphics, AI is a vector graphics editor. While PS can export EPS, that's not what PS was designed for.

However, neither of these are available as a perpetual license (AFAIK). Here are other choices for vector graphics editors ..
