Personally I'd ask Adobe for another license for FM12 so the new hire could be on the same version as everyone else until you all upgrade.
If you save as MIF, choose MIF 2017. When importing MIF, older versions of FrameMaker will simply ignore any newer tags they don't recognize. Saving as MIF 7.0 will set the clock back to 2005, converting to the pre-Unicode version supported by FM 7 and earlier.
