You can't open a FrameMaker file created with a later version with an earlier version of FrameMaker. In other words, if you have FrameMaker 12, you can't open FrameMaker 2019 files. If you are going to work in a mixed environment, you can save the files as MIF (Maker Interchange File) and those will open in the earlier version. Or, take a look at my ConvertDocs script:
