FM 5.5.6 was released in November 1998. Do you have some old FrameMaker projects with image files of the same vintage?
If so, see if you can reproduce the import error with any of them. If you can't, that strongly suggests that you're trying to import images in updated formats that 5.5.6 doesn't recognize. Another test would be to open one of the a problem images in Paint or whatever, save it as a legacy format such as 16-bit .bmp, and see if FM can import that.
